Map edge - areas in play

I've found a quandry:

Would you consider Tripolitania (the terrority south of Tripoli) to be on the map edge?

(It's the only terrority that is bordering the not-in-play Sahara section that isn't touching a zero-pop terrority.)

Conceptually, it is on the border of the map, even though it doesn't like it.

How about this?

XX.XXX The terrorities containing the cenus-trade card stacks and the AST are not in play. Terrorities which border them are considered to be on the map edge.

The question is - is it truly necessary to be this thorough? Compared to other rules, I'm thinking having this in the rulebook isn't a stretch.

Maybe just a defination up front of what consitutes the map edge would be good enough? You are correct in the interpriation.

What about
4.25 The map areas containing the AST and the Trade Card Stack are not in play. Areas bordering to these areas are considered to be bordering the map edge.
