In fact the beneficiary is free to select any area, but must select each area completely in turn. Indeed no mention is made, that the beneficiary should finish a partly selected area.
This rule was added to avoid conflict as much as possible.
So I think indeed, now you notice, a line like that should be added

So only if it's the only area left this will happen. In any other case, another area must be chosen.
Indeed, it might happen. So one addtion should be made to avoid or clearify this. In practice (the previous civil war rules) what happens in this case, is that players unselected a previous selected area to select a city completely. This always was allowed but the new ruling denied this somewhat. Maybe this should be allowed like it was, but only if it occurs.
So my proposal:

Only if selecting all units points in one area results in exceeding the required unit points, the beneficiary must select all unit points in this area and must unselect the excess unit points from one area previously selected by the beneficiary.
Hopefully this avoids partly annexed areas as much as possible.
