You are most likely blocking the cookie that remembers your login.
Either reduce your privacy settings overall (in IE 6.0 medium and higher is known to break civproject.net), or setup an exception for your browser to allways allow cookies from 67.66.187.69.
(This problem is due to the budget setup of the domainname. Only the frameset is actually hosted at http://www.civproject.net, the individual pages are hosted at http://67.66.187.69/civproject, which confuses most browser, including IE, Opera, Konqueror and Links, but not Firefox and other Gecko based browsers.)

If you go there and login it should stick.
