This is just a small wordings thing.

Currently the card says:

"Once per turn up to four tokens from areas adjacent by land may be used to build a city in an area without a city site."

This is fine for any experienced player who ever build a 'wilderness'-city before.

I played with some guys who never played the game before and they though they could use it to use ONLY 4 tokens for building city this way. And actually when I think of it, this IS what the card says.

Looking at Architecture, this card says:
"Once per turn, up to half of the costs of constructing a city may be paid by treasury tokens."

So a slight change is needed for this. In line with Architecture, I propose the following:

"Once per turn, up to four out of twelve tokens used for constructing a city in an area without a city site, may come from areas adjacent by land."

I think we all agree on this, to make things clearer.

A second thing.
When we are speaking of 'city construction', we should speak of 'constructing a city' ALWAYS, rather than 'building a city'. Currently both wordings are used. Let's change all words to 'construct' this way

The same goes for 'constructing ships'



A third thing, which might be optional.

Once you are not allowed to construct a city (using twelve tokens) in a '0'-areas (which never have a city site), This is only written in the rulebook, and may be unknown for any newcomer.
It could be written on the card.

Maybe by adding the line:
A city constructed this way cannot be constructed in an area with population limit '0'.
(maybe also adding this to Agriculture)

I want your opinions on this.

Personally I prefer to put as little text on cards as possible.

As for your second point, I would prefer to use building throughout rather than construction throughout. This is because I believe it is normal for people to say say city building rather than city construction. I do agree we should only use one of the terms but would prefer city building and ship building personally.

I certainly agree, but be putting too little text on the card things might sometimes get confusing. Actually we have always been looking to put as little text on the cards without having to use the rulebook for explanation.

NOT allowing to build a city in a '0' area is case of doubt in this. Actually Urbanism doesn't adjust this rule so it should be left off. On the other hand it might raise questions or doubt whether agriculture adjusts the rule or not. Maybe clearly stating in the rules what a '0' area does should be sufficiant.

(i.e. City construction in an areas with population limit '0' is not allowed, regardless of any civilization advance held')

I think this is a language thing again. I wonder what other native english speakers say about this.

Is is
' building cities' and 'building ships'
or
'constructing cities' and 'constructing ships'

and what about 'ship construction' and 'city construction' for phase names.
