It's true both cards give you other player's trade cards.
Actually I never doubted about the colors. Trade Empire makes you collect a single specific card. You are actually stealing it. (by having a sort of monopoly in trading). Provincial Empire to me stands for other civilization paying tribute, regardless of a specific commodity.
The word 'Empire' might be misleading, bot no problem.

I think this card is just perfect the way it is. It should be the base for any strategy (just like written record was important in history). It gives you this 10 credits to your strategic color as soon as possible.

I think Theocracy is very powerful. To me the price is fine.
Deism gives its credits to a 160 card, where mysticism is giving its credit to a 180 card. Mystcisism giving only10 colored credits.
