Move first with Military?

Post Move first with Military?
Off course it almost always is better to move last than to move first. But when having Roadbuilding sometimes one wants to move first through an empty area before an opponent moves tokens in the area. When this occurs, is it possible to allow the civilization who should move last to choose to move first instead? Or can we see this as a disadvantage of Military?

he I've just read this today

I think it's impossibel when the rules say you should move before another, you can order another play to move first.

it IS possible though that you move simultaniously. You can always agree to move first when you should move last. But why purchase Military and Roadbuilding when you want to move first in this purpose. You'd better plan a smarter strategy.

Like Flo I would consider it a rare disadvantage of Military (though it could help you as much as hurt)....
