Post Clarification on Public Works Rules
I have played Civilization Expansion Project for the past 4-5 years but never purchased Public Works until yesterday. Some clarification on its rules please.

When you build your new city with 7 tokens do you only place a round city token on the area, or do you place both a round city token and a square unit token in the area?

I assume that with Architecture you may have at least 4 unit tokens in the area and the rest can be paid with treasury.

Prior to yesterday I felt that Roadbuilding was the only way one could move units through a city. With Public Works can one move a unit onto an area only containing only a city token one turn, and then the following turn, move this same unit away from the area - even if this happens to be the opposite direction?

Finally when attacked, I assume the value of the combined city token and unit token is taken into account - so the normal defence value is 7 instead of the normal value of 6.

You always remove all tokens in an area when you build a city there, no matter if it is 6 or 20, and no matter if you have Public Works or not.
Thus there will only be a city in the area when the city construction phase is over.

If the proposed city is on a city site, yes, that is the end result.

Correct. Public works allows you to walk through cities, though it will take you two turns, while you can do it in one turn with Roadbuilding.

No, as usual conflict between tokens is resolved first, and then, if there still is seven enemy tokens in the area the city will be replaced by six of your tokens (modified, as usual, by engineering), and a new conflict takes place.
