At this moment we are playing a civproject game ( using 2.06 rulebook, we started several months ago ) using Cyberboard. 16 players using the full map.
Currently we are solving turn 9 calamities and during FLOOD resolution we have found the following situation: FLOOD in ROME
Rome has 2 cities in areas defined as possible Flood Plains ( see below ).
The rulebook : "28.513 If the primary victim has units on more than one flood plain, the flood occurs on the flood plain containing the greatest number of his unit points. In the event of tie, the primary victim selects the location of the flood."
Rome has 1 city in Massilia and other in Tomi, if we go through the definition of flood plain:
"2.42 Flood Plains are represented by dark green coloring. Any area that contains such dark green coloring is considered to be on a flood plain.
"2.43 City Sites are represented by small squares. Most city sites are black. White city sites are on flood plains and are vulnerable to floods"
We have two interpretations of the rules for this:
1- Rome has 1 city in two flood plains ( 5 unit points in Massalia and 5 in Tomi ), so he can choose the flood location.
2-Rome has 1 city in Tomi ( white dot city so it's in a flood plain) and other one in Massilia, Black dot city so it's not in a flood plain. massilia would be a Flood plain area for tokens but not for cities ( 2.43 City Sites are represented by small squares. Most city sites are black. White city sites are on flood plains and are vulnerable to floods)
The question is , Which is the right one? Have you ever had a similar situation?
