(FYI - I am working from the 18-Jul-2004 draft of 2.05 from Jonno's site.)

] 30.823 The number of cities the primary or secondary victim must
] reduce is decreased by one if the Philosophy civilization card is
] held.

] 30.824 The number of cities the primary or secondary victim must
] reduce is decreased by three if the Theology civilization card is
] held.
]
] 30.825 The number of cities the primary victim must reduce is
] increased by one if Monotheism is held.

Monotheism doesn't make things worse for the secondary victim. How about this?

] 30.825 The number of cities the primary or SECONDARY victim must
] reduce is increased by one if Monotheism is held.

Net result: if the secondary victim has Theology, then they will not receive any negative effects. Ordered 2, +1 for Mono, -3 for Theo = 0.

Of course, if it is negated with Theocracy, there is no secondary victim(s).

I agree with busybody. It does make sence for Monotheism to increase it. The drawback is if there is two secondary victims with Monotheism and neither Philosofy nor Theology, four secondary cities could be reduced. This may be a litle mutch, but hey, it's suposed to be a dangerous card!
