Pirate Cities and Tokens

(I am using the 18-Jul-2004 draft of 2.05 that Jonno has been working on. Shouldn't be different - if at all - from 2.04.)

] 23.34 When a player attacks a pirate city, the pirate city is

In the original AdvCiv rules, this is "unused tokens".

This is unaltered from the original AdvCiv rules and now different from 23.34.

In my proofreading notes, Jonno points out more clearly than I did the difference:

In my opinion, 30.924 should be altered to use "white tokens". A minor change, but definitely more consistant.

I have already changed 30.924 to wite tokens in my 2.05 draft (nothing else makes sense), what I'm wondering is however if barbarians and pirates should be limited to 9 cities and 55 tokens in an 18 players game, or if you should print the barbarian and pirate tookens twice?
