Civil War and Theocracy-like

I believe - with some earlier version - that Civil War was negatable in a manner similiar to what Theocracy does with I&H now (and I think it was Theocracy.)
I am curious as to the change - Civil War is nasty in many respects (especially if you don't follow the old standard Advance purchases and are following some variant). Was I&H becoming more powerful?
Admittedly having Theocracy stop I&H makes some sense thematicly.
While Theocracy may or may *not* need an increase in power, how about this? Discard trade card(s) to increase the first faction by the face value of the discarded card(s). Of course, Philosophy would still trump the effect.
