This is subtle, the rulebook talks about half from the board, the Quick Advance talks about half from treasury. This is different when you have Public Works.
Here's the relevant section: "29.051 Players who hold Architecture may use tokens from their treasury to assist in the building
of one city each turn. At least half of the tokens used must consist of on-board tokens, but the remainder may consist of tokens taken from treasury."
Actually this isn't nessesary, as tokens doesn't come in halves. Up to 6.5 and up to 6 has the identical effect.
