I got an email from Brian with some proofreading notes. I'll adress them here.
Quote:
Section 1.1
Fourth line down, the word people has an "s" at the end. I am not an English major, but I think since people is already a plural of person, it does not need an "s" on the end.
Section 2.2
Second line, people has an "s" again. Also on the fourth line the phrase reads "by adding one token to each area containing it single token..." I think that "it' Needs to be changed it "a".
Section 5.4
Second line, "...water areas along with fight naval battles...", I think the word "fight" should be "fighting"
Section 13.2
First line, the word "easy" should probably be "easily".
Section 22.2, first line "...always move after player who does not hold ..." , "player" should be "players who do not..."
Section 23.52
Third line, the word "no" is capitalized as the second word of the last sentence.
Section 27.12
Third line, "An western nation..." "an" should be "A"
Section 30.515.
Twice, the word "food' appears and should be "flood"
Section 33.1532
First line, "The area must be adjacent by a land to an area..." I think the "a" may be deleted.
Section 34.42
Not a typo, but I think it would read better if it said. When a player resolves the calamity "Regression" he immediatley pushes himself down anywhere from zero to two spaces on the AST.
Section 30.633
Again, not a typo, but I think the second sentence would read better as "If the victim has less than 5 unit points in coastal areas, then all unit points are removed."
That's all I noticed, nothing major. One other query, any reason that Law does not reduce the effects of civil war?

1.1: "people" can be both plural of person, and be singular of another word that is (almost) synonym with "nation". Ie: The mediteranian
peoples include the roman people, the greek people etc, while the mediteranian
people include every individual living at the mediteranian. In this particular context, either "a nation" or "a people" whould have been correct, though "a nation of peoples" is just confusing. Shorting it down to "a nation".
2.2 You are right. Fixed.
5.4 No, the as the sentence is "are used to ... fight". If you say "are used to fighting", you mean that a person has experience with fighting, and that is wrong in this context.
13.2 I think both is correct, but easily sounds better.
22.22 fixed.
23.52 Could not find the error.
27.12 fixed.
30.515 fixed
33.1532 Should be "a land border"
34.42 Hell NO. That sounds as the amount was up to the victim...
30.633 Fixed.
As for your question, the magical two words are "Game Balance" ...
