I have a suggestion.
Every language dependent item (such as Civilization cards) should be published in two versions: english and blank.
This to allow publishing the items in specific languages (such as French, Swedish or Italian).

Of course translation should be made by a motherlanguage in the destination language.

Some problems could occur if it happens that a japanese wish to translate the game...

Or publish the psd's (where you easy can change the text). The the translator would be able to move some pictures (on the civcards) or so to fit the text (if it is much longer/shorter than the original). If you don't have space enough for publishing PSD's I have my own server where I could donate a couple of 100 megs for this purpose.
