Post subject:  One less city to be reduced ???

Yesterday we had a (for us) very hard question:

What means exactly:
"29.6.1.4 A primary or secondary victim holding Masonry (30.24) reduces one less city."
Is this "one less" to be counted down from the maximum of three or
from the actual damage in the specific situation?

We had one player with two cities at one open sea area having Masonry
and a Cyclone. We had two argumentations:

1. Cyclone -> usually 3 cities -> Masonry -> one less city -> 2 cities have to be reduced -> he reduces all of his 2 cities at this open sea

2. Cyclone -> he has only 2 cities at this open sea -> Masonry -> only one city has to be reduced

From our point of view, it is not clear if the "on less city" is to be counted
from the maximum or the actual situation. The second version would mean
that with Masonry having only one city this city is always safe.

By the way: Same with Superstition and Mysticism/Deism/Enlightment and
you do have only 1 or 2 cities.

Answer to question A:

I doubt with you. It's a fact this should be clearified in the rules.
In my point of view it should be read as:

You get an amount of damage, and you may subtract one city from that.

Or: Masonry protects one of your cities.

Not: Masonry protects only a city if you have three or more cities.

This seems the most reasonable option to me.

This way the answer to question B results in the same

Enlightenment protects one of your cities. You may subtract one city from the amount of damage you get.

Current Rules:

Quote:
29.6.1 Cyclone (major, non-tradable)
29.6.1.1 A Cyclone will occur in an open sea area and affect all adjacent coastal areas. The open sea area that will affect the most of the primary victim’s cities must be chosen. The primary victim breaks any ties.
29.6.1.2 If the primary victim has no cities vulnerable to Cyclone, this calamity has no effect.
29.6.1.3 The primary victim must reduce three of his coastal cities exposed to the Cyclone. All other players must each reduce two of their coastal cities exposed to the Cyclone. All ships in coastal areas affected by the Cyclone are returned to stock.
29.6.1.4 Any player holding Masonry (30.24) may reduce one less city.
29.6.1.5 Any player holding Calendar (30.7) may reduce two less cites and may keep two ships.
29.6.1.6 Any player holding Trade Empire (30.47) must reduce one additional city.

Quote:
30.24 Masonry (Craft – 60)
30.24.1 Provides 10 Craft credits and 5 Science credits. Provides 10 extra credits to Engineering.
30.24.2 One less city is reduced due to Cyclone (29.6.1.4).

Quote:
30.7 Calendar (Science – 180)
30.7.1 Provides 10 Science credits and 5 Civic credits. Provides 20 extra credits to Public Works.
30.7.2 Five less unit points are lost by a secondary victim of Famine (29.3.1.3).
30.7.3 Two less cities are reduced, and two less ships are destroyed, due to Cyclone (29.6.1.5).

On the card:
Quote:
Masonry
CYCLONE: One less city is reduced.

On the Card:
Quote:
Calendar:
CYCLONE: Two less cities are destroyed, and two less ships are destroyed.

I think the cards are clear enough.

the only thing that should change to me is this:
29.6.1.4 Any player holding Masonry (30.24) may reduce one less city. (Any player holding Masonry (30.24) may keep one additional city)
29.6.1.5 Any player holding Calendar (30.7) may reduce two less cites and may keep two ships. (Any player holding Calendar (30.7) may keep two additional cities and may keep two ships)

But maybe it's clear enough after all...

It seems strange to me that you speak about keeping ships but yet about reducing less cities. that's not equally. But speaking about keeping ships or cities is not the right solution.

I am quite unhappy about the text, as there are different wordings
- cyclone occurs in area
- affected city
- vulnerable city
- exposed city
- cities to be reduced

There will be no problem if the wording will be explained or defined (maybe like this):

- Cyclone occurs in a specific area.
- All cities of the primary victim adjacent to the cyclone area are exposed.
- Only 3 (or less if the victim has less) of the exposed cities are affected.
- The affected cities must be reduced.
- Masonry: One of the affected cities does not have to be reduced.
(Actually there will be a cyclone at this city, but due to masonry no reducing)

You have a point.

When you speak about keeping a city when a player holds Masonry and that player has 4 cities he keeps the city anyway. (even without Masonry)

About this thing, when you change this, this should be changed equally in the total rulebook, for any calamity that's is describes this way. Maybe you could make a list of this.

We could change this into:

29.6.1.4 Any player holding Masonry (30.24) may reduce one less city than the number of cities he must reduce.
29.6.1.5 Any player holding Calendar (30.7) may reduce two less cites than the number of cities he must reduce and may remove two less two ships than the number of cities he must reduce.
29.6.1.6 Any player holding Trade Empire (30.47) must reduce one additional city than the number of cities he must reduce.

or:

29.6.1.4 Any player holding Masonry (30.24) may reduce one less city from the total amount of his affected cities.
29.6.1.5 Any player holding Calendar (30.7) may reduce two less cites from the total amount of his affected cities and may remove two less ships from the total amount of his ships in the affected areas.

How about:
"With Masonry he keeps one of the affected cities, instead of reducing it."

Well actually, I'm not so happy about 'keeping' when it actually is 'reducing one less', or you should state 'keep' everywhere.

Some changes for the whole part, including new numbering
(references at card descriptions must be changed also..).
Main idea was to make a clear difference between "exposed" and "affected".

Quote:
29.6.1 Cyclone (major, non-tradable)

29.6.1.1 A Cyclone will occur in an open sea area and all ships and cities in adjacent coastal areas are exposed to Cylone.
The open sea area that will expose the most of the primary victim’s coastal cities must be chosen.
The primary victim breaks any ties.

29.6.1.2 If the primary victim has no cities exposed to Cyclone, this calamity has no effect.

29.6.1.3 The primary victim must choose three of his exposed coastal cities to be affected by Cyclone.
If he has less than three cities exposed all of his exposed cities are affected.

29.6.1.4
All other players must choose two of their coastal cities exposed to the Cyclone to be affected by Cyclone.
If they have less than two cities exposed all of their exposed cities are affected.

29.6.1.5
All affected cities are reduced. All ships exposed by Cyclone are affected and returned to stock.

29.6.1.6 Any player holding Masonry (30.24) may keep one of the affected cities, instead of reducing it.

29.6.1.7 Any player holding Calendar (30.7) may keep two of the affected cities instead of reducing it and may keep two ships also.

29.6.1.8 Any player holding Trade Empire (30.47) has one more of the exposed cities affected.

coming close.

still I think, 'keeping' is to be avoided.

- You separated the first two lines and I reunited them again. (29.6.1.1 and 29.6.1.2) This is because in this line you only pick the area and I believe that's one action.

- You spoke about 'Cyclone' one time and 'The Cyclone' the other time, so I changed that to 'Cyclone' in all cases.

- I removed the word 'keep' and changed it into my previous option.

- I divided the line of reducing cities and removing ships in two lines.

This is my new proposal:

If the primary victim has no cities exposed to Cyclone, this calamity has no effect.

29.6.1.2 The primary victim must choose three of his exposed coastal cities to be affected by Cyclone. If he has less than three cities exposed all of his exposed cities are affected.

29.6.1.3 All other players must choose two of their coastal cities exposed to Cyclone to be affected by Cyclone.
If they have less than two cities exposed all of their exposed cities are affected.

29.6.1.4 All affected cities are reduced.

29.6.1.5 All ships exposed to Cyclone are affected and returned to stock.

29.6.1.6 Any player holding Masonry (30.24) may reduce one less city than the total amount of his affected cities.

29.6.1.7 Any player holding Calendar (30.7) may reduce two less cites than the total amount of his affected cities and may remove two less ships than the total amount of his ships in the affected areas.

29.6.1.8 Any player holding Trade Empire (30.47) must reduce one additional city than the total amount of his affected cities.

Alternatives to keeping could be

29.6.1.6 Any player holding Masonry (30.24) may hold on one of his affected cities, instead of reducing it.
29.6.1.6 Any player holding Masonry (30.24) may retain one of his affected cities, instead of reducing it.
29.6.1.6 Any player holding Masonry (30.24) does not reduce one of his affected cities.
29.6.1.6 Any player holding Masonry (30.24) may reduce one less of his affected cities.

The last variant is possible after definition of exposed and affected cities.

It's not so much for the exact word but what my problem is with either 'keep' or 'hold' that it may be confusing when you have more than 3 cities. As mentioned above. Youget to keep that 4th city anyway.

Now we are looking close at this clamity anyway, I think we should be talking about 'destroying' ships instead of 'removing'.

That's why I am writing about "keeps/holds one of the affected cities".
By definition before only 3 of the exposed cities are affected.
