The rule should be about When in a conflict one side is much greater than the other (say 10 to 2 or more) the first levy of the smaller side is of two tokens instead of one. If the smaller side have metalworking and the greater doesn't its first levy is just of one. This is to permit great invasions (with city making) on loosy guarded borderlines.
